The VOC Cafe is on Prins Hendrikade by Oosterdok. It overlooks the water and reeks of history ('VOC' is the acronym for the Dutch East India Company).

Americans love to come here because Henry Hudson launched his epic voyage thereabouts, making it a Mecca of sorts for them. The bar is often packed, but it's a convivial atmosphere and the view from the terrace is hard to beat.
